Zhongguancun Life Science Park, located at the Technology Innovation Corridor on Beiqing Road, the “Golden Cross” connecting Haidian District and Changping District, is an important support carrier to build an international technology innovation center and a world-leading science park in Beijing. At present, the Park has three policy advantages of national functional zones: First, it has become an important part of Zhongguancun National Independent Innovation Demonstration Zone at the early stage of construction; Second, it was included in the comprehensive demonstration zone for the expansion and opening-up of the national service industry in 2020; Third, a total of 10.26 square kilometers covered by the Life Science Park and its surrounding areas have been included in the technology innovation zone of China (Beijing) Pilot Free Trade Zone, forming a good development trend with three policies entitled to the state-level functional zone.
In the Park, there are more than 600 innovation-oriented pharmaceutical enterprises, more than 300 high-end talents, including 21 academicians, 4 scholars supported by the Cheung Kong Scholars Programme, 56 personnel entitled to special allowance from the State Council, 7 academician workstations, 21 post-doctoral research centers, 10 national engineering research centers and key laboratories, 16 R&D centers at provincial and ministerial level. In terms of basic research, a number of internationally renowned scientific research institutions have settled here, including National Institute of Biological Sciences, Beijing; Chinese Institute for Brain Research, Beijing; National Center for Protein Science, and National Engineering Center for Biochips, Beijing. In terms of R&D pilot tests, CRO enterprises represented by BioDuro and Pharmaron provide integrated drug R&D and pilot scale production services for biopharmaceutical projects. Besides, well-known innovative pharmaceutical enterprises at home and abroad have settled here, including Novo Nordisk, BeiGene, InnoCare, Sironax, Huahui Health, Grit Science, Singlomics, Pyrotech Therapeutic, etc. In terms of production and circulation, it has attracted enterprises engaged in the production and circulation of important drugs and medical devices at home and abroad such as New Era Health Industry Group, Yangtze River Pharmaceutical Group, Wantai BioPharm and Takara Biomed. In terms of clinical applications, medical resources equipped with more than 3,000 sickbeds have been made available, including Peking University International Hospital, Peking University Sixth Hospital, Changbo International Research Hospital, Beijing Hope Thyroid Hospital, Peking University Rehabilitation Hospital, etc., providing rich clinical resources for R&D of innovative drugs and medical devices made by enterprises settling in the Park.

The planning indexes of the Park correspond to international advanced levels, with a building density of 18%, the floor area ratio of 0.42, and the greening rate greater than 55% in Phase I. The environment, infrastructure, supporting systems and future intelligent management within the Park are all planned and constructed in accordance with international first-class levels and standards.
The construction of Zhongguancun Life Science Park follows the concept of being people-oriented, open and innovation, putting an emphasis on the communication and harmony between man and nature, highlighting ecological functions of the environment and green landscape system, and forming a specialized eco-park with sustainable development. In terms of functional layout, the overall pattern is adopted with the comprehensive management area as the service center, the start-up incubation area as the development center, the small and medium-sized enterprise area and the R&D area as the center for technology development and innovation, and the pilot production and medical service area as the industrial center.

Covering an area of 1.19 square kilometers, Phase II of the Life Park will be built into Zhongguancun International Life Medical Park that combines medical and industrial development, with the floor area of 828,000 square meters, the building density of 35%-40%, the floor area ratio of 0.8-1.5, and the greening rate of about 40%.
Zhongguancun International Life Medical Park will utilize the existing high-level resources of Peking University and Chinese Academy of Medical Sciences in healthcare, teaching and scientific research to achieve the restructuring of advantages in medical resources within Beijing, build a platform for the coordination of medicine, education, scientific research, health and industry, and form a window for modern medical services in Beijing. Centering on disease research, it aims to build a state-level base for high-tech innovation in medicine, making Beijing a “pacemaker” in national pharmaceutical technology, and promoting the development of biopharmaceutical technology and industry in Beijing.

Emphasis is put on the layout of the medical and health industry, creating the “nuclear explosion point” for the development of the medical and health industry, and building “life valley” with the global leading level
At present, a group of top R&D institutions such as National Institute of Biological Sciences, Beijing; Chinese Institute for Brain Research, Beijing; National Center for Protein Science have settled in Zhongguancun Life Science Park. A total of 10 national engineering centers and key laboratories as well as 16 R&D centers at provincial and ministerial level have been built. A group of top scientists including Xie Xiaoliang, Wang Xiaodong, Shi Yigong, Shao Feng, and more than 300 high-level talents are brought together, and more than 600 innovation-oriented pharmaceutical and health enterprises have settled here, forming resources of the whole industry chain from basic research to terminal healthcare.
To formulate and implement the Action Plan for Reinforcing the Pharmaceutical and Health Industry in Changping District (2022-2025), master the two core driving forces of biotechnology and digital technology, and continue to make efforts focusing on cutting-edge technology, medical equipment and healthcare, and fully form a one hundred billion-level industrial cluster in the pharmaceutical and health industry.

1. To organize the preparation of various plans for the construction and development of the Park, and organize the implementation upon approval according to procedures;
2. To implement relevant reform requirements of the state and the city, study and put forward policies and measures to promote innovative development of the Park, and promote the construction of the International Technology Innovation Center;
3. To cultivate and develop advanced energy, pharmaceutical and health industries, organize the implementation of investment attraction, and offer service for the implementation of major projects;
4. To promote innovation in the management and service system and mechanism of the Park, optimize the business environment, strengthen service functions, and promote central and local cooperation and integrated school-city development;
5. To make coordination in emergency management, safety production, environmental protection, etc. according to authority
6. To exercise relevant municipal management authority within the planned scope of the Park according to authorization.
